Crimes Investigated
In March 2025, police activity increased significantly from the previous month, indicating a potential rise in criminal incidents. Officers responded to a total of 2,014 incidents, generating 151 reports. The busy month resulted in 73 arrests, 61 for misdemeanors and 12 for felonies. Moreover, 93 criminal, traffic, and parking citations were issued, and 152 traffic enforcement stops were conducted. The momentum of this activity continued into April 2025, with 67 reports, 37 arrests, 52 citations issued, and 89 traffic stops conducted between April 1st and April 22nd.
On March 25, CPD officers responded to the Metro Mall on a theft investigation. The suspect, Timothy Wainwright, was observed running from the mall with $1,442.33 worth of stolen merchandise from Boot Barn. CPD officers quickly arrived and located Wainwright, who was running on Junipero Serre Boulevard. Wainwright was detained and positively identified as the suspect who had committed the theft. A thorough search incident to arrest revealed he possessed additional stolen property from two additional businesses from the Metro Mall. Wainwright was transported to the county jail, where he was booked for commercial burglary, grand theft, possession of burglary tools, and outside agency arrest warrants.
During the period from April 1st to April 12th, our Officers demonstrated their unwavering dedication by handling a diverse range of incidents. This included responding to 171 calls for service and initiating 609 incidents themselves. They took on a total of 42 cases dealing with grand theft, narcotics, fraud, vandalism, and battery, ensuring the safety and security of our community.
On April 12th, CPD Officers responded to Target on a report of a theft that had occurred of alcohol bottles. Officers quickly learned that the suspects had exited the store with the stolen merchandise, reentered the store and was concealing clothing items, demonstrating their efficiency in handling the situation. Officers arrived on scene and attempted to contact the suspect identified as Dhani Ratliff, a 51-year-old San Francisco resident. Ratliff immediately began running through the store upon seeing the officers. After a foot pursuit through the store, Ratliff was detained. It was determined that Ratliff had stolen $481.63 worth of merchandise that day, but he had previously stolen a combination of $2,580.26 during prior thefts. Ratliff was booked into county jail for burglary, grand theft with priors, and resisting/obstructing a Peace Officer.

Between April 13th and April 22nd, our vigilant Officers handled various incidents, ensuring the safety of our community and those who conduct business in Colma. They fielded 594 incidents, including 130 calls for service and 464 officer-initiated incidents. The cases they handled ranged from narcotics, hit-and-run, indent exposure, grand theft, thefts with prior convictions, and battery.
On April 17th, CPD officers were dispatch to Kohl’s store on a report of Sanjveer Singh, a 21-year-old South San Francisco, exposing his private areas in public. It was reported by Kohl’s store employee that Singh was exposing his private areas throughout the store and touching himself for gratification. CPD Officers quickly arrived on the scene and learned that Singh was observed walking through the store following female customers without their knowledge while touching himself for gratification and exposing his private area. The reporting party pointed out to CPD officers Singh’s location inside the store, and he was taken into custody with no further incident. An incident to arrest showed Singh’s front pants zipper was undone. Singh was transported to CPD, where he was processed for indecent exposure. He was issued a trespass notification from Kohl’s store. Singh signed his citation for incident exposure and was released on his promise to appear in court.
On April 19th, CPD officers were dispatched to a theft that had occurred at Ulta, located at 119 Colma Boulevard. The suspect was identified as, Jhonny Mina Carrion a 35-year-old Broadmooor resident. Carrion was recognized by a store employee from previous thefts. Employess monitored Carrion who was observed concealing multiply fragrances valued at $331.40 and then exited the store without making any attempts to pay for the store merchandise. CPD officers arrived on scene and began canvasing the Metro Mall parking lot. Carrion was observed by CPD walking into a nearby business to avoid apprehension. Carrion was located inside of a store and taken into custody for the theft at Ulta with no further incident. Carrion was transported to county jail where he was booked for petty theft with with priors, and shoplifting.
